According to the United States Department of Justice, two foreign nationals have been charged with their role in a scouring military teams and technology in the United States, including missiles, in China.
The positions occur when President Donald Trump and his administration have launched multiple efforts to strengthen the process of reviewing foreigners seeking visas in the United States, especially those in China.
Cui Guanghai, 43, of China, and John Miller, 63, of the United Kingdom, were accused of persecution and interstate conspiracy to commit interstate persecution, conspiracy, smuggling and violating the Gun Control Act, announced the Department of Justice on Friday.
Prosecutors believe that Cui worked on behalf of the Chinese government, according to court documents.

The court documents allege that Cui, based in China, and Miller, who is a permanent resident in the United States, sought to acquire military teams including missiles, an air defense radar, drones and cryptographic devices from November 2023. Cui and Miller were arrested by Serbia law officials in April at the request of the United States Government and are currently detained in Serbia. The Department of Justice said he works with the Serbian government on his outstanding extraditions.
If they are convicted, Cui and Miller face up to five years in the United States prison for conspiracy, up to five years for interstate persecution, up to ten years for smuggling and up to 20 years to violate the Weapons Export Control Act.
The Embassy of the People’s Republic of China in the United States did not immediately respond to a Fox News Digital Comment request.
In the meantime, a spokesman for the Commonwealth and Development of the UK’s office told Fox News Digital that he provides consular assistance to Miller after his arrest and “is in contact with local authorities and his family.”
Separately, the State Department has presented a series of initiatives aimed at strengthening the screening process of several visa applicants seeking to come to the United States, for example, the Secretary of State Marco Rubio announced in May that the agency was planning to “review the visa criteria to improve the scrutiny of all future Visa applications” for the origin of China and Hong Kong.
